Provision of WBSCU as per WBCS Acts and Rules
WBSCU as per WBCS Act, 2006 & Amendment Act, 2010:
Section 4 (sub-section 63)
"State Co-operative Union" means a co-operative society registered under this Act having its area of menbership extending to the whole of West Bengal, and the primary object and functions of which is-
to spread education on co-operative principles and practices;
to arrange for training of the members and the employees of co-operative societies and of the employees deputed by the Slate Government on co-operative principles and practices
to deal with and solve the problems of co-operative societies which are its members;
to develop the existing co-operative societies;
to organise and promote new co-operative societies;
to propagate and publicise co-operative principles and ideas and;
to perform such other functions as may be prescribed;

Rules 68:
Functions of the State Co-operative Union.—(1) The State Co-operative Union may discharge the following functions, in addition to those specified in clause (63) of section 4 namely—
to promote and develop the co-operative movement in the State, to educate, guide and assist the people jn their efforts to build up and expend the co-operative sector and to serve as an expo-nent of co-operative principles and ideas;
to organise and promote new co-operatives;
to organise co-operative training programmes and run training centres;
to develop inter-co-operative relationship and help the co-operative movement in various sectors;
to organise, conduct, colaborate, and assist in carrying out research and investigation on important co-operative problems;
to maintain an information bureau and library and to publish journal;
to express and organise opinion on matters of co-operative policy and act as the accredited representative movement in the State and in the national spheres;
to convene, organise and hold co-operative seminers, meetings, conferences and exhibitions, to spread the message and ideals of co-operative movement in the State and to mould public opinion in respect thereof;
to facilitate the promotion of co-operative society and assist the affiliated societies in resolving their problems and difficulties;
to select delegates, representative or observers on behalf of the State Co-operative Union for participation in conferences;
to organise, promote or undertake such other activities or functions as are considered beneficial or conducive towards the attainment of the objects of the Union in accordance with the byelaws thereof;
to nominate three representatives in the board of the District Co-operative Union; and
to organise, promote or undertake such other activities or functions as are considered beneficial or conducive towards the attainment of the objects of the Union in accordance with the byelaws thereof.
Rules 70:
Affiliation of co-operative with the West Bengal State Co-op erative Union and District Co-operative Unions.
The co-operatives shown in column (1) of Table A below on payment of the affiliation fee specified in column (2) of the Table shall be the members of the State Co operative Union and such membership shall be renewed
The co-operatives shown in column (1) of Table B below on pay ment of the affiliation fees specified in column (2) of the Table shall be the members of the concerned District Co-operative Union and such member ship shall be renewed annually on payment of renewal fees at the rate specified in column (3) of the Table before the expiry of every co-operative year.
Non-compliance of the provisions of sub-rule (1) by any co-opera tive mentioned in the Table (A) shall make it liable to penalty of rupees five hundred for the detault.
Non-compliance of the provisions of sub-rule (2) by any co-opera tive mentioned in the Table (B) shall make it liable to d penalty of rupees two hundred:
